VENUES
PURPOSE
These Awareness Sessions were held to inform and consult with
stakeholders, in industry and the regions, about the upcoming changes
to the Transport and Main Roads specification for "heavy duty" dense
graded asphalt (PSS/PSTS31). The specification has been harmonised
with that of New South Wales allowing this type of asphalt to be delivered
under very similar conditions in both states.
The new specification covers applications of the current MRTS30 & MRTS31
are used, meaning the new specification will be used for the majority of TMR
and some local government asphalt works.
The awareness sessions provided details of the changed framework for
asphalt mix design, manufacture, construction and performance
expectations. The new specification expects a changed relationship
between the asphalt supplier and client, with increased responsibilities
placed on the asphalt contractor and a collaborative relationship required
in the delivery of the contract.
Specifically covered in the awareness sessions were:
- Technical and testing changes between old & new specifications
- Proposed Prequalification system – moving from the current Asphalt
Supplier Registration to a Prequalification system based on the national
prequalification system for road and bridge construction contractors.
- Warranty & performance – 12 month shape deformation requirements
and a 24 month warranty on asphalt performance
- Training will be required for all users of the new specification through a
new AAPA course derived (based on the RMS training package).
- Implementation – projects suitable to demonstrate the specification,
ideally in all the TMR Regions
- Time frame - Demonstration projects from 30 June 2014 and full
switchover in July 2015
